Grow Digital Voucher at a glance
- Grant value: up to €5,000 (the old TOV capped out at €2,500)
- Grant rate: 50% of eligible costs, with a minimum project value of €500
- Eligibility: businesses with 1 to 50 employees (the old TOV was under ten)
- Trading requirement: established and trading for at least six months, registered and operating in your Local Enterprise Office area
- Prerequisite: a completed Digital for Business consultancy report, no more than two years old
- Delivered by: the 31 Local Enterprise Offices
The important shift: what the money now funds
This is the part most write-ups skim over, and it changes who should be applying.
The Trading Online Voucher paid for getting online: a new website, an online shop, a booking page. The Grow Digital Voucher pays for running the business digitally:- Software subscription fees for business software that is new to the business, typically for a maximum of one year
- Training so your team can actually use it
- IT configuration and integration work to make the tools fit how you operate
So a standard brochure website is no longer the obvious thing to spend it on. Configuring a CRM, connecting your enquiry forms to it, wiring quotes and invoicing together, building the reporting layer your team looks at every Monday: that is what the scheme is now designed to fund.
The Irish state has moved the money from marketing pages to working systems.
Who this suits, in plain terms
- You re-key the same customer details into three different tools
- Enquiries arrive by email and get lost before anyone follows up
- Quoting, scheduling or stock lives in a spreadsheet somebody is afraid to touch
- Your website collects leads that nothing downstream picks up
- You are paying for software nobody configured properly
If you have no online presence at all and simply need a first website, Grow Digital is not aimed at that. Talk to your LEO about the other supports available, including mentoring and training programmes.
Step by step: how to get the Grow Digital Voucher
1. Talk to your Local Enterprise Office
There are 31 LEOs. Start with yours, confirm you meet the trading and employee criteria, and ask about the current Digital for Business schedule. Scheme detail can vary slightly by office, so treat your LEO as the definitive source.
2. Complete Digital for Business first
This is the step that catches people out. Grow Digital is not a standalone application. You first go through Digital for Business, a LEO consultancy where an approved adviser reviews how your business runs and produces a digital roadmap report. That report has to be completed within the previous two years. It also gives you something genuinely useful: an independent view of which systems are worth paying for, written down.
3. Scope the project properly
Once you have the report, decide what you are actually buying. Grant assessors want to see specifics, not a wish list. A strong scope names:
- The software involved, and confirmation it is new to the business
- The configuration and integration work required, task by task
- The training days included and who they are for
- The efficiency outcome, ideally with hours or costs attached
Because the grant covers 50% up to €5,000, a project priced at €10,000 uses the full voucher. Below €500 in eligible costs, you fall under the minimum.
4. Apply through your LEO
Submit the application with your Digital for Business report, quotes and business details. Do not commission work or pay invoices before you have written approval. Costs incurred before approval are generally not eligible.
5. Deliver, then claim
Complete the work, then claim with supplier invoices, proof of payment and evidence the systems are live. Screenshots, a short completion summary and a walkthrough of the configured tool make the claim straightforward.

Not sure what this grant will actually fund?
Send one sentence about what your business is trying to fix or connect. I will tell you honestly what is fundable and what is not, before you spend a day on paperwork.
Where the old TOV advice still misleads people
If you have been reading pre-2026 material, correct these four assumptions:
- ✅ The ceiling is €5,000, not €2,500
- ✅ The employee limit is 50, not ten
- ✅ There is a mandatory consultancy step before you apply
- ✅ The spend is aimed at software, configuration, integration and training, not a brochure site
How VisionWeb works with Grow Digital projects
We build the kind of work this voucher exists to fund: connected systems, custom internal tools, and websites that behave like business software rather than a leaflet.
In practice that means:
- Itemised quotes written the way a Local Enterprise Office needs to read them, with configuration, integration and training separated out
- System integration: website forms into your CRM, quotes into invoicing, bookings into your calendar, everything reporting into one place
- Software selection support so you are not funding a subscription you will abandon in month four
- Team training so the tools survive contact with a busy week
- Claim documentation at the end: what was configured, what is live, and the evidence to prove it
We are not a Local Enterprise Office and we do not decide grant outcomes. Your LEO does. What we can do is make sure the project you put in front of them is specific, deliverable and genuinely useful once the funding is spent.
Ready to scope a Grow Digital project?
The grant doubled and the eligibility widened. The work it funds is the work that quietly compounds: systems that keep running long after the voucher is claimed.
